The 18th of May - “National Day to Combat Sexual Abuse and Exploitation of Children and Adolescents”, instituted by Federal Law 9.970 / 00, is an achievement that marks the struggle for the Human Rights of Children and Adolescents in Brazilian territory and that has already reached many municipalities in our country.

That day was chosen because on May 18, 1973, in the city of Vitória (ES), a barbaric crime shocked the whole country and became known as the “Araceli Case”. That was the name of a girl, just eight years old, who had all her human rights violated, was abducted, raped and killed by upper middle class youths in that city. Crime, despite its hideous nature, remains unpunished today.

The campaign's annual proposal, which this year celebrates the 20th year of mobilization, is to highlight the date to mobilize, raise awareness, inform and call on the whole society to participate in the fight to defend the rights of children and adolescents. It is necessary to guarantee every child and adolescent the right to their development in a safe and protected way, free from abuse and sexual exploitation.

Sexual violence against children and adolescents involves several risk and vulnerability factors when considering gender, race / ethnicity, sexual orientation, social class, generation and economic conditions.

This year, once again in reference to the day, the National Committee to Combat Sexual Violence against Children and Adolescents and the ECPAT Brasil Network come to emphasize the importance of the mobilization and participation of different sectors in this action. However, taking into account the context of the pandemic in the face of the coronavirus (COVID-19), we reformulated our actions. The actions are being restructured to promote exclusively online, considering that we are not going to encourage direct approach activities, awareness events, lectures, face-to-face seminars, among other activities that result in crowds of people.

It is important that as a network we can reflect on children and adolescents who, because they remain in isolation, often with their abuser (in the case of intrafamily violence), have lost their most common bonds of trust for the effectiveness of the complaint, such as teachers / doctors, doctors / caregivers, among others. We also understand that, with many children and adolescents without routine activities, their presence on the internet will intensify, and when unattended, such presence may be hampered by the increase in abuse and sexual exploitation on the internet. In addition, we have an important joint reflection: “How can the denouncement paths reach children in isolation, especially those who do not have access to new technologies?”.

In relation to online actions, we have initial suggestions for the month, such as: a) the articulation and incidence in the education secretariats for debate in the week of May 18, by inserting the theme in the distance education activities grid; b) stimulate debate in the local media - TV, radio, community radio, community / indoor sound systems, etc .; c) holding meetings and online broadcasts on the topic involving local networks, parents, teachers, etc .; d) carrying out online activities with children and adolescents in alternating periods, such as storytelling, online games, reading texts and poetry, musical activities, debates after showing films, etc .; and e) invite local artists and reference persons to carry out online broadcasts that address the topic.

We initially proposed these themes and strategies for reflection and action during this period, and we are also constantly receiving new indications of working together. The participation of municipalities, the private sector and social organizations in the mobilization over the years has been a fundamental milestone to guarantee progress in the area of ​​confronting sexual violence. We hope that even in isolation we will remain together in the debate - family, educators, civil society, governments, service institutions, churches, temples, universities, the media - to make a commitment to face sexual violence, promoting and taking responsibility for the development of children and adolescents in a dignified, healthy and protected manner, free from abuse and sexual exploitation.

In this violation, different power relationships are established, in which both people and / or networks use children and adolescents to satisfy their sexual desires and fantasies and / or obtain financial advantages and profits. In this context, the child or adolescent is not considered a subject of rights, but a being without humanity and protection. Sexual violence against boys and girls occurs both through intra-family or interpersonal sexual abuse and through sexual exploitation. Children and adolescents who are victims of sexual violence, because they are vulnerable, can become commodities and thus be used in various forms of sexual exploitation such as: trafficking, pornography, prostitution and sexual exploitation in tourism.

 

We want to emphasize the responsibility of the public authorities and society in implementing the National Plan to Combat Sexual Violence against Children and Adolescents, in ensuring care for children, adolescents and their families, through networking, strengthening the System of Guarantee of Rights advocated in the Statute of the Child and Adolescent (Federal Law 8.069 / 90) and with the privileged locus of the Councils for the Rights of Children and Adolescents in the scope of states and municipalities. Recalling that in 2020 we will also celebrate 30 years of creation of the Child and Adolescent Statute (ECA) [1] and 20 years of creation of the National Plan to Combat Sexual Violence against Children and Adolescents.

As in all years, the actions will be published on our networks, where you will also be able to indicate which activities you are promoting at the local level. The flower symbol of the campaign, which each year marks our joint articulation, is also available for free use in the activities promoted within the scope of the campaign.

This May 18th is 20 years of "doing beautiful" in the fight for the rights of children and adolescents and we are willing to continue to mobilize about it. We hope you are too!

[1] ECA was instituted by Law 8.069, of 1990, and regulates the rights of children and adolescents inspired by the guidelines provided by the Federal Constitution. The Statute is Brazil's main normative instrument on the rights of children and adolescents, it incorporated the advances advocated in the United Nations Convention on the Rights of the Child (1989) and brought the way to materialize Article 227 of the Federal Constitution, which determined fundamental rights and guarantees for children and adolescents.
